OGE’s Equity Action Plan

April 14, 2022


On the first day of the Biden-Harris Administration, President Biden signed Executive Order 13985 on “Advancing Racial Equity and Support for Underserved Communities Through the Federal Government,” calling for a comprehensive approach for the Federal Government to transform itself—for fairness and equity to become not just ideals, but principles embedded in the daily practices by which Government serves its people.

Federal agencies collectively serve as the nation’s largest employer and largest buyer, and they carry out missions that allow individuals, State, local, Tribal, and territorial governments, educational systems, businesses, and industries here in the United States and abroad to thrive. However, too many people have been historically underserved and experienced marginalization, disenfranchisement, and lost opportunity.

OGE's Equity Team 

OGE’s Chief of Staff and Deputy Director for Compliance, two of the agency’s three members of the Senior Executive Service, serve as members of the agency’s Equity Team and are leading OGE’s equity efforts. OGE’s equity implementation team is made up of an additional 10 employees from across the agency.

STRATEGY 1 -  EXPAND OPPORTUNITIES FOR PUBLIC PARTICIPATION

Activities related to this action include identifying additional points of contact and creating new webpages with stakeholder input opportunities.

STRATEGY 2 - INCREASE INCLUSIVITY OF ETHICS PROGRAM MATERIALS TO ENABLE FEDERAL EMPLOYEES TO BETTER SERVE THE PUBLIC

Activities related to this action include developing and delivering education and training opportunities for ethics officials on equity topics.

STRATEGY 3 - IMPROVE EQUITABLE ACCESS AND INCLUSIVITY OF ETHICS MATERIALS FOR EXTERNAL STAKEHOLDERS

Activities related to this action include adding inclusive language in key external documents, simplifying instructions, and translating key ethics documents.

STRATEGY 4 – USE THE AGENCY’S PURCHASING POWER TO REDUCE INEQUITIES

Activities related to this action include making and tracking purchases from small, disadvantaged, and under-utilized businesses.
