OGE recently released the results from the 2019 data call regarding agency practices in providing ethics advice and counsel. The report is available here.
The report describes the differences in how agencies structure their advice and counsel services, including

- the volume and source of agency ethics questions
- how agencies assign work to the ethics staff
- the type of support provided by human resources staff and supervisors
The report also describes the practices around the provision of advice and counsel, including
